রাজ্য-রাজ্যপাল দ্বন্দ্বের পরিপ্রেক্ষিতে রাজ্যের সমস্ত সরকারি বিশ্ববিদ্যালয়ের অধ্যক্ষের পদ থেকে রাজ্যপালকে অপসারণ করতে চায় রাজ্য সরকার। সেই পদে মুখ্যমন্ত্রীকে আনতে বলা হয়েছে। মুখ্যমন্ত্রীই সব বিশ্ববিদ্যালয়ের চ্যান্সেলর হবেন, ইতিমধ্যেই রাজ্য মন্ত্রিসভায় একটি প্রস্তাব পাশ হয়েছে। এ সময় শিক্ষামন্ত্রী ব্রাত্য বসু বলেন, “রাজ্য মন্ত্রিসভা সর্বসম্মতিক্রমে সিদ্ধান্ত নিয়েছে যে পশ্চিমবঙ্গের সমস্ত পাবলিক বিশ্ববিদ্যালয়ের অধ্যক্ষ হিসাবে রাজ্যপালের পরিবর্তে রাজ্যের মুখ্যমন্ত্রীর নাম মন্ত্রিসভা সর্বসম্মতভাবে গ্রহণ করবে।” এরপর সেটি অ্যাসেম্বলিতে যাবে। তাহলে আইনে পরিণত হবে। ‘ এটাও বলা হয়েছিল যে রাজ্যপাল অনুমতি না দিলে সরকার একটি অধ্যাদেশ জারি করতে পারে।
